I heard if i jailbreak my ipad, i can get free 3g internet from at&t.

Sorry, but you cant. You may be able to unlock it and put your iphone 4′s sim card in it, but you may not have one.

Internet access is governed by the sim card. If you make your iPad sim free then you can use a sim card from any operator. A different operator may give a cheaper mobile data package.
You could also share the sim card in your phone with your iPad. You may need to cut the sim card to size do do this and use a sim card adaptor in your phone if it is not a micro sim card.
